Kanepes kulturas centrs - Noisy bar at the heart of Riga

I do not understand how the Dome Of Riga is accepting that noise that is coming regularly out of that cheap bar on skolas street. There are multiple apartment buildings around and constant police visits.

A number of disappointed neighbors is quite large. There are families with babies who need to have some sort of a good sleep.

Are there any rules that govern the noise environment or tests i can do at that moment when they are having a concert?
