Alfatek - No machine no refund

Ordered 15.09.2022 wheel balancer machine from Estonia site "Kuldnebörs", price was added +21%vat and delivery. Waited it for long time and no answer from them (was shown the machine is in riga stock and delivered fast) . I recived package on 28.09.2022, taked the top off the packages and saw the machine i wrong, taked pictures and send it to him. No answer until my friend called to there and then i got the email what he tells the mistake and offer me the refund that i was taked, still no answer for a long time and then atleast 14.10.2022 the courrier comes a take it, the shipping take to riga maximum 2-3workdays, still no answer from him. 21.10.2022 got again the answer with my friend calling him and what package is recived and informed accounting to make me a refund and now iam here, 4.11.2022 writing here, no machinery and no my money.
